Article I
Membership Dues and Regulations
Section 1
Membership fees and dues which are renewable and payable annually
Section 2
Lifetime membership dues may be paid if a member so desires
Section 3
Other Fees and Dues may be assessed on members for the Mutual Aid Fund pursuant to Article I, Section 2 (B) (5)
Section 4
Non-payment of fees and dues described above, after a grace period of ninety days, shall be a ground for removal from membership. Membership may be reinstated after
payment of delinquent dues
Article II
Election, Vacancies and Appointments
Section 1
The officers and Advisory Board shall be elected
at a general membership meeting to be held
no later than October 31, and every other year thereafter.
Section 2
Elections shall be conducted and supervised by a Committee on Elections. It will also decide complaints of intimidation, coercion, and other acts preventing or disrupting the fair, free, and orderly conduct of elections. Such acts are punishable by disqualification from holding office for at least two years and/or expulsion.
Section 3
A member who is absent may not be nominated for any position, without his consent in an acceptable form.
Voting shall be by secret balloting and open canvassing.
Absentee voting shall not be allowed.
Section 4
All vacancies shall be filled by a regular member appointed by the President. Each appointee shall serve the unexpired portion of the term to which he is appointed, and subject to approval by the membership at the next general meeting.
Article III
Duties and Functions of Officers
Section 1
The President shall be the Chief Executive of
the Association and shall:
A. Preside at all general meetings, act on official correspondence,
sign documents and contracts entered into on behalf of the Association, and countersign checks.
B. Appoint regular members to fill vacancies, as well as assistants to
the elected officers if necessary.

c. Create committees and appoint committee members, and be an ex-officio member
of all standing committees
d. Represent the Association in all matters pertaining to his/her office, or delegate this
responsibility to a duly designated representative.
For this reason, the amount of $50 will be allocated to the President.
Section 2.
The Vice-President shall:
a. Perform such duties as delegated by the President
b. Act and discharge the duties of the President in his/her absence or incapacity.
Section 3.
The Secretary shall:
a. Take the minutes of the meetings of the Association, read the minutes during meetings,
and store them in paper and/or tapes, disks, for future reference.
b. Be the custodian of all records and documents supporting all official
transactions of the Association.
Section 4
The Treasurer shall:
a. Collect member dues, donations, contributions, and other cash receipts and must issue a
n official receipt for each transaction.
b. Deposit all cash received immediately, no later than two business days from the date o
f receipt, in a bank account under the name of the association,
c. Keep all official receipts, deposit slips, and other source documents and record
them in appropriate books of accounts.
d. Prepare financial statements and reports on the results of financial transactions
as required in the by-laws.
Section 5
The Auditor shall:
a. Audit financial statements yearly, or as necessary, and submit a written report
findings to the President and the general membership,
b. Submit recommendations on proper accounting and handling of funds.
Section 6
The Public/Press Relations Officer shall:
a. Write press releases and circulate announcements, activities, and pictures of general interest in newspapers, magazines, and/or other media, as appropriate.
Section 7
Sergeants-at-Arms shall:
a. Maintain peace and order during meetings and activities,
b. Make security arrangements required for official functions.

Article IV
Standing Committees and Functions
Section 1
The President shall appoint members of the following committees:
a. Constitution and by-Laws Committee to formulate provisions, recommend amendments, and interpret the Constitution and By-laws.
b. Membership Committee to attract and recruit new members, screen and endorse
honorary members, maintain an updated roster of all members, and recommend
actions to be taken on all matters regarding membership.
c. Committee on Elections to manage the conduct of elections, and proclaim
and certify duly elected officers.
d. Ways and Means Committee to explore ways and means of raising funds and recommend
measures to fund approved projects and activities.
e. Scholarships and Incentives Committee to formulate a list of qualifications to qualify for scholarships and incentives, screen applicants and recommend
deserving candidates to the President and officers.
f. Social and Cultural Committee to recommend social and cultural activities, and make arrangements on the date, time, place, and conduct of such activities.
g. Mutual Aid Fund Committee to determine requirements and procedures in granting mutual aid and recommend qualified members to the President.
Article V – Meetings
Section 1
Notice of Meeting
a. Notice of general and special meetings shall be sent to the members in writing, by regular or e-mail, telephone, or public announcement, at least one week before the meeting.
b. A quorum is declared when two-thirds (2/3) of the regular members are present. In the absence of a 2/3 attendance, the President may declare a quorum provided there is adequate
notification to the members as specified in Section 1 (a) of this Article.
c. Order of general business shall be:
1. Call to order by the President
2. Roll Call or Submission of Completed Attendance Sheet
3. Introduction of new members and guests
4. Reading and approval of minutes of previous meeting
5. Reading and approval of Treasurer’s Report
6. Reports of Standing and Special Committees
7. Finish old business
8. New Business
9. Adjournment
